Measures taken by the Polish government against the spread of the corona virus
Important NOTE
Poland has introduced drastic restrictions on passenger traffic to curb it. Air, rail and ship connections for passenger traffic to Poland are interrupted. Since Sunday, March 15th, 00:00 (and probably until June 12th), foreigners can only enter Poland at border crossings with DEU, CZE, LIT, SVK in exceptional cases. In addition, border controls were reintroduced, initially for a limited time until June 12, 2020, and numerous crossings from DEU to Poland were completely closed.
IMPORTANT: Only Polish authorities (e.g. border guards, health authorities) can make binding statements about the entry and quarantine regulations listed below.
According to the current Polish legal situation, entry is only permitted for the following groups of people:
POL citizen;
Foreigners who are spouses or children of the POL citizens or who are permanently looked after by them;
Foreigners who have a KARTA POLAKA;
Diplomats and their family members;
Foreigners who have a temporary or permanent residence permit in POL;
Foreigners who have the right to work in Poland, i.e. foreigners:
a) who are entitled to take up work on the same terms as Polish citizens (eg EU citizens);
b) who have a work permit
the following applies to a) and b): if they are working in Poland or if they have documents showing that work begins immediately after crossing the border.
This applies, for example, to
EU citizens who work in a company in Poland
EU citizens who want to travel to Poland for a one-off official / business / work activity (e.g. mechanic trips, performing work on behalf of Polish companies or authorities)
Foreigners who conduct business / economic activity in Poland are evidenced by an entry in the EIDG (central registration and information point about the business activity) or in the form of a trading company or a GbR or as board members of a corporation (confirmed with an entry in the KRS State Court Register);
Foreigners who drive a means of transport that is used to transport goods or people;
Pupils and students who complete their school or university education in Poland;
Citizens of the EU, EEA or Switzerland, their spouses and children who want to transit through Poland in order to go to their place of residence / residence, whereby the duration of the transit may not exceed 12 hours from the time of crossing the border into Poland;
Persons who have a special permit from the main commander of the border guards;
The reasons for entry must be demonstrated.
In case of doubt, please contact your Polish business partner or similar. Please contact the Polish border guards and if possible be confirmed in advance that you are authorized to enter the country.
If you are allowed to enter the country, you must provide contact details, including your phone number, when you cross the border and then immediately go to a 14-day quarantine. Exceptions to this quarantine apply to certain groups of people.
When entering Poland via an EU internal border (such as from Germany), the following are exempt from the quarantine:
Persons who enter for professional reasons (commuters, business travelers or traders);
Pupils and students studying or going to school in Poland or Germany;
Children who attend kindergarten in Poland or in a neighboring country and their carers who cross the border with these children;
Doctors, medical personnel and employees in social institutions authorized to enter the country.
The exceptional reasons must be demonstrated.
Citizens of member states of the European Union, the EEA, Switzerland as well as their spouses and children can start the transit through Poland with the aim of transit to their place of residence or residence through the territory of the Republic of Poland, the transit not longer than 12 hours may last from the moment of entry at the open border crossings. Transit is not allowed to third country nationals.
For the above-mentioned exceptions, entry from DEU to Poland is only possible at the following crossings:

Departure from Poland and entry into Germany is only possible at the above-mentioned crossings. Since the international rail connections have been canceled until further notice and flight connections until at least 06.06.2020 (the flight ban is also likely to apply within Poland until June 1, except for flights with up to 15 passengers), the border crossing is currently only by car, bus, bicycle or possible on foot.
At the Polish border crossings with RUS, BLR, the border will be closed from 15.00 a.m. on March 15, 2020 until further notice, with few exceptions. There are exceptions for freight traffic and a few passenger crossings remain open for cars. From May 16, 2020, the handling of travelers at the POL-UKR border crossing Medyka was resumed, but the border crossing is only allowed for pedestrians (no cars, buses, trains). The Polish Ministry of Foreign Affairs has set up a hotline for travelers +48 22 523 8880.

Meetings of up to 150 people are admitted in compliance with the distance rules.
The minimum distance in public spaces is 2m. Carers of needy and small children are excluded.
Children and adolescents under the age of 13 are allowed to stay in the public space without an adult.
Mask requirement: from May 30th, masks no longer have to be worn in public, mouth and nose must continue to be covered in shops, public transport, churches, public institutions, cinemas, theaters, concert halls and cultural centers, etc. If a 2m distance cannot be guaranteed, masks must still be worn. Exceptions apply to children under the age of 4, driving alone and with people in their own household, people who cannot wear a mask for health reasons, professions without customer contact, professional drivers if a partition prevents direct customer contact. Hairdressing and cosmetic salons may be operated.
In public transport, the maximum number of people can be increased (half of the available seats or 30% of all seats in the local transport).
The maximum number of people on sports facilities has been increased.
Restrictions in culture are relaxed (open-air cinemas, including drive-in cinemas; classes in cultural institutions; rehearsals, etc.) are allowed.
In restaurants, bars, cafes, etc., operations are carried out in compliance with hygiene regulations and distance rules - both indoors and outdoors (the mask may only be removed after the table has been occupied, etc.).
Childcare facilities, schools and universities can gradually resume their childcare functions (from May 18, 25, June 1). From May 25, teachers can hold individual or small group meetings with high school graduates and students in the final grades (8th grade). From May 25th the 1st-3rd Class level of the primary school are supervised. Didactic events or non-distance events can be held at college and university for students of the last academic year. This affects doctoral students as well as events in laboratories and medical simulation.
Shopping centers and other shops may be operated in compliance with the distance rules and hygiene regulations.
Medical rehabilitation centers are allowed to open.
Shops, banks and petrol stations may only be entered with gloves, which must be provided by the shops.
Hotels and other hostels can open again.
Corpses can be transported to and from Poland with the approval of the head of the main medical authority / voivodeship medical authority.
New regulations from May 30th:
Limitations and limitation of the max. The number of people in retail, catering and church services will be abolished in accordance with the distance rules.
Open air concerts may take place, max. with 150 people.
New regulations from June 6:
Cinemas, theaters and concert halls can reopen, and the audience is required to wear a mask. Only 50% of the places may be full.
Swimming pools, gyms, massage studios and solariums can open again.
Discos and clubs remain closed.
Weddings can take place with up to 150 guests.
The quarantine regulations apply until further notice. Those who live in quarantine with one person are subject to the same measures.
Violations can be punished with fines of PLN 5000 to PLN 30,000.
